[Lincolnparkdc] Menacing person last night

Here is the guy who passed me last night Jan 4 around 9:16PM as I was walking my puppy on East Cap.  My camera from the third floor caught him. He pulled out my Biden Harris garden sign.  He had a full beard and smelled like marijuana (no prob with that but….) and was mumbling that you can trust animals but not the humans (agree but the way he said it….)   He was very menacing.  Thought of the movie DELIVERANCE walking on our streets.
