Update: The abandoned car unit came by yesterday and I got a chance to speak with the staff. She was very pleasant and informative. She said she was going to check if it is stolen, but that it does not fit the criteria. She said to be considered abandoned, the car would need to show evidence of smashed windows, leaking fuel and she would have to see rodents nests or activity herself. Also as another poster mentioned, the expired tags don't count during the pandemic because so many people are unable to update their tags. She did say she was going to keep an eye on it because it was clear that it hadn't been moved in quite some time.

I understand that during the pandemic the expiration of tags would take longer. I'll try to see the date when they expired. FWIW I saw a DC van drive by it today and the driver took a picture of it, so I am guessing that their investigation is probably starting. And I bet that the fact that many DMVs aren't open for renewals might be why they won't tow it as abandoned. It might be here for a while longer.

(D) The vehicle does not display valid tags or a valid registration sticker.

That's true, our friends bought a car here when they moved and they have expired temp tags, but they have a parking spot.
You would think they would at least move it once in a while or put a note on it if they lived in the neighborhood?

We are in a pandemic, the DMV is difficult to access, and parking permits are not being enforced. Weird thing was when a notice was put on the car that it was going to be towed- the owners came and cleaned out the car and then just let it be towed. (I’m at 100 block of 13th st SE FYI)

I didn’t wait - yesterday I filled out a 311 request again to have the car removed. This time I added more information on the description of the car including that it’s tags and registration are expired. So we’ll see what happens.

Why wait?  Report it today by calling 311 so police can check if it's stolen - it has Maryland plates so they don't live here. The process may take several weeks for them to put a notice on the car to give the owner time to respond so it would be best to get it started asap.
