[Lincolnparkdc] Abandoned car 100 bl Kentucky

Update: The abandoned car unit came by yesterday and I got a chance to
speak with the staff. She was very pleasant and informative. She said she
was going to check if it is stolen, but that it does not fit the criteria.
She said to be considered abandoned, the car would need to show evidence of
smashed windows, leaking fuel and she would have to see rodents nests or
activity herself. Also as another poster mentioned, the expired tags don't
count during the pandemic because so many people are unable to update their
tags. She did say she was going to keep an eye on it because it was clear
that it hadn't been moved in quite some time.
