[Lincolnparkdc] Abandoned car 100 bl Kentucky

I think the fact that it is unlocked, has a lot of trash in it, and hasn't
moved in at least six months point to it being an abandoned car. I
understand that during the pandemic the expiration of tags would take
longer. I'll try to see the date when they expired. FWIW I saw a DC van
drive by it today and the driver took a picture of it, so I am guessing
that their investigation is probably starting. And I bet that the fact that
many DMVs aren't open for renewals might be why they won't tow it as
abandoned. It might be here for a while longer.
