[Lincolnparkdc] Free2Move Cars and parking

I really like this service! Carsharing (like FREE2MOVE and Car2Go) has been
invaluable for me and other Cap Hill residents who primarily rely on
non-car form of transportation (bike, metro, bus, walking) for day-to-day
transportation, whether for environmental or economic reasons, or just out
of personal preference. But these services are great for the occasional
trip to a far-flung destination out of the reach of public transit, or to
haul something back from Home Depot. My experience with Car2Go is that
they're used very frequently (I often see them disappear quickly). I know
Car2Go predates FREE2MOVE, so the latter might not yet be as popular... but
I really appreciate having both options.
