[Lincolnparkdc] Better Bus

Thanks for figuring that out Jason-I thought I remembered something about
the comment map being the most accurate version of what is going to happen.
And it will happen fast! I think Spring 2025 was the last date I heard. I
know that there's a major hole in east Cap Hill, unlike pretty much
anywhere else in the city, and I am completely baffled as to why.
