[Lincolnparkdc] Better Bus

In the Frequency Table that was distributed, the D90 goes to Stadium-Armory
in the "Revised Visionary Network."  That appears to be a long-term (i.e.,
not real) proposal.  In the actual "Proposed 2025 Network" (next row in the
table) for actual implementation next year, it only runs Tenleytown to the
Convention Center and there is no service around Lincoln Park.
