Re this statement: 
If you are referring the comprehensive crime reform that was passed earlier this year by the DC Council, it was disapproved by Congress and then the President and thus the law has never changed. 
I believe we may be conflating/confusing two DC Council actions, one that was successful and one that was not:
1. The Comprehensive Policing and Justice Reform Act, which WAS passed by the Council in June 2020 (the Council made the Act permanent in December 2022).  It is important to understand that the spike in crime followed this change.  Congress did try but failed to overturn this Act, which Charles Allen was instrumental in passing.  
2. The Council's attempt (lead by Charles Allen) to revise the DC Code, which Congress did overturn, with President Biden's assistance and Mayor Bowser's support.  
I hope this helps.  The important bit here is that crime increased after the Council passed legislation successfully.

Did you look at the post to this list by Elizabeth O‘Gorek, editor of Hill Rag  that was posted yesterday.  It provides a link to data that is much more up to date.
Finally theft means taking something without use of force. Robbery means use of force Was involved.  Burgulary involves illegally entering somebody‘s property.

The 2 images attached herewith show what has happened with the offense officially titled “Motor Vehicle Theft”. To the best of my knowledge this is how a carjacking is classified, but the category may include more than carjackings. The data are taken from DC's own official open data site and downloaded by me. Not included are data for Oct 2023, since the month in incomplete. There is no question based on these data that motor vehicle thefts have increased considerably from 2020 to 2023.

Does anyone know when City Council’s legislation changing penalties and other aspects of the criminal code (led in part by Charles Allen) became law? I would like to factor that change into my analysis.
