[Lincolnparkdc] Misplaced Scooters

Well there is one on the island on Kentucky that has been there for days
and is attached to nothing. The ones in front of my house have never been
anchored to anything despite a street light that is situated right there. I
get that it is not a car and I am glad for that but to assume that people
are always following the rules and not leaving scooters just dumped on
their sides any old place is naive at best.
