[Lincolnparkdc] Misplaced Scooters

Since so many people were ending their rides and leaving the scooters in
the middle of the sidewalk, DDOT required vendors to require users to lock
them to something at the curb, in the hopes it would keep them from
impeding pedestrian travel.  At the end of the ride, users have to lock the
bike and take a photo of the locked location, which is automatically
uploaded in the app. These photos are reviewed, and if a photo is not taken
or the scooter is shown locked to something not acceptable, the user is
fined.

I know that they are not supposed to be locked to trees, but a metal tree
box is probably ok, since it is public space and out of the middle of the
sidewalk. Ideally they would be locked at a bike rack in a corral at the
end of the street, but a lot of those are being opposed in neighborhoods,
even though they are not taking a parking spot. They're just at the end of
the block. Scooters are an increasingly popular mode of transportation, and
they're fun to ride too.
