The scooters are a service. They are left randomly throughout the kingdom to provide rides to anyone with an account and to decorate the neighbor with modernist junk like sculpture.
Unfortunately they are locked too and alarm when attempting to move.  I do not believe locking to a tree box is a legitimate method and I would complain to the vendor and the city and our local representative. I would expect them to move it.
I am sure or at least hopeful we will learn the ground rules here shortly.
