[Lincolnparkdc] Hit and run on Kentucky Ave

Just strange.  I had my back turned and then heard the big crash, spun around and saw the Kia in the tree box and what looked like the driver of the Mini somewhat under his steering wheel.  He worked himself back up into a driving position and then began his slow motion get away, first backing up and scraping the car parked behind the Kia, before moving forward and crawling away.  I assumed until he pulled away he was going to stop.  No sounds of an impending accident like you sometimes hear.  No sound of a car zooming through the turn off East Capitol Street like you hear when someone is taking that turn too aggressively, or brake squealing like you might hear when someone is trying to avoid an accident.  Would not be surprised if it was distracted driving/texting.  He hit the third or fourth car parked on that side of the block.  If he had taken the turn too tightly he would have hit one of the other cars, too wide and he may have hit something on the other side of the street.
