[Lincolnparkdc] who organizes fireworks in park on July 4th?

I wouldn't say the Lincoln Park fireworks are organized. I think someone
just comes and sets up their fireworks there each year. It's not an
organization. So there really isn't a start time, per se. Sometimes the
cops come and tell people they can't do fireworks and sometimes they just
watch from the street.
