There are on-line consolidation and search facilities for global scholarship programs for persons of color for undergrad and grad school which can be googled. These sites gather global scholarships and grants into centralized searches for application.   

Expensive or not... if student is from upper middle class or higher bracket its challenging unless there are unique scholarships wanting to help based on unique criteria.    

As an older person... if they have been working between undergrad and grad school which seems to be case, financial aid may have to do and quickest option...
