[Lincolnparkdc] Final plans

The original plan of the city was designed by L'enfant but as the city
grew, his grand avenues extended out to the suburbs. The width and space
were fine when it was a horse and buggy city and the top speed was 10mph,
if that. In the 21st century it is too easy to speed and drive recklessly
on an excessively wide and straight street. We're not doing any adjustments
to the actual street plan of the city. All of our work, including the use
of flexposts, bike lane striping, etc has been thoroughly vetted with the
Historic Preservation Office and approved for installation throughout the
city.

The plans have been sent around several times. There is no website because
this is not a capital project. The residents of the street are not the only
people who use the street. We have to build and plan for all users, current
and future. Not just people who live here right now and want their car
parked in front of their house for ease of access.

The Mayor's Vision Zero <https://www.dcvisionzero.com/> law is primarily
the law that we are implementing.* We'd like to not have people die while
out walking, bicycling or driving in our city*. And the advisory bike lane
that is being installed is not what necessitates removal of parking spaces.
Our licensed and professional, safety engineers conducted a review and
provided recommendations to improve the crosswalks with better sight lines
and flex posts to tighten the angle and lower the speed at which a driver
can make that first turn off East Capitol Street.
