[Lincolnparkdc] Fwd: 12th St and East Capitol St SE crosswalk into Lincoln Park

I think Mia's suggestion of an all-way stop is worth pursuing. We did that for 10th and Independence and 12th & Independence. DDOT was very willing to accept this rather than an expensive signal light
