[Lincolnparkdc] 12th St and East Capitol St SE crosswalk into Lincoln Park

Thank you, Eli!  I've always felt like I'm playing Frogger when trying to get to the park.  My kids are old enough to go places on their own, now (and on bikes 😱), so being able to safely cross ECap at 12th would be great.
