Eli -- the crosswalk at 12th and East Capitol (and possibly at Kentucky and
East Capitol) have a long history. When I was on the ANC it was a
problem that came up over and over again.
The issue was raised in 2004 after a boy was seriously injured crossing
East Capitol. DDOT's response was to install the speed humps in 2006.
However, at the time (2004) they argued that the addition of an additional
crosswalk would be unexpected to motorists and create a hazard for
pedestrians.
Later, however, the 2006 Capitol Hill Transportation Study recommended
adding a crosswalk at East Capitol and Kentucky (recommendation 145 in
appendix C - and listed as a short term priority in appendix A). (

As you know, this was never implemented, even though it was on the list of
DDOT projects to be completed by Nov 2008. I remember DDOT raising a
concern about the interaction with the bus stop - creating a blind spot.
They also studied and rejected installing a signal light at 12th and East
Capitol.
The issue came up again in 2008-2010 when we asked to have a pedestrian
beacon system installed (this is the system where a button at the
crosswalks activates flashing lights to alert drivers that someone is
crossing). Even though DDOT was initially supportive, it was never
implemented (if I remember correctly there was some concern that the lights
would simply add to light pollution).
I believe at the same time there was a suggestion to retime the light at
11th and North Carolina so that there was a pause in traffic along the
south side of East Capitol (i.e. all traffic from 11th, East Capitol and
North Carolina would stop).
