Steve. John et al, According to the Historic Building Record at Library of Congress the configuration of Kentucky Avenue and the surrounding streets is based on the L'enfant Plan.  Unfortunately, I'm not adept enough at using a computer to attach that plan or the HABS survey to this message.  However, I'm sure that someone else can copy early DC plans.  FYI, I was not alive in the 1790s!Hazel Kreinheder

I brought it up for an entirely different reason as Diana Quinn also raised. Something I always done in life. If somebody tells me something and then is asked are your sure and says yes, and it then turns out to be false, I tend to be much more skeptical and questioning of other information they provide.

I wouldn't get too focused on this. Whatever the origins of the configuration, Will's foundations are embedded in traffic safety. And that is where the direction of approaches needs to go in whatever space is left to modify. 
However, I'm curious in a concrete, strategic sort of way related to next steps. Do you taken a look at much older maps? If it wasn't a trolley turnaround then I wonder why the intersection is shaped in this odd way. I'm wondering whether there was ever a plan for a park in the center here which got lost in the back-and-forth of politics/urban planning.

Will asserted just before last night‘s meeting that the reason there was so much pavement at this intersection was that it was a former trolley turn around. He repeated it during the meeting when questioned about it. 
I have on my bookcase a book on 100 Years of Capital Traction. It has in many maps. Below is map as of 1925. it shows the old 40 route coming east from the Capitol to Lincoln Park (where the trolleys turned around) and the extension to the car barn on the north side of East Cap between 14th and 15th. 
No streetcars at the Ky/13/IND intersection
Given this I have to wonder how many other inaccurate statements were also asserted last night.
