It is simply untrue that you cannot get the virus while walking past
someone. You most certainly can, although it is unlikely. While sunlight
likely kills the virus and it is harder to contract from a jogger outdoors,
a six-foot standard distance is recommended even for runners.

The six-foot standard is not being maintained by wheezing, hacking,
spitting joggers cluelessly running around Lincoln Park, so it might be
best just to avoid the park.
