Call DC waste trash Dept. ahead of time to alert them of what’s happening - get a name to work with. Then call as soon as it happens. They’ll come out with gloves to open the bags and look for an address on a piece of mail or something then they’ll contact them with a Warning letter. You can’t because then you’ll have tampered with evidence. I’ve had to do this for people who put their weekly trash bags in the sidewalk trash receptacles then no one else can use them for dog litter. I’ve also had apartment dwellers put their trash in my cans when theirs are full.

Today birds had poked a hole in one of the bags to get at corn, which was getting scattered on the sidewalk. In any event, if people can please leave trash in trash cans that would be much appreciated.
