[Lincolnparkdc] HELLO - DMV question/problem

Full operating capacity would not be until at least Phase 3
https://coronavirus.dc.gov/reopendc and the clock would not begin ticking
on the 45 days until  whenever that is. We only just entered Phase 1 on
Friday. With all of this activity happening right now we may see our
infection rate go up so that could affect reopening. There are no
definitive answers at the moment because so much is unknown.
