DDOT LAUNCHES 3 PEDESTRIAN ONLY ZONES<br>
Well, for a number of years CH has had a pedestrian zone each weekend at Eastern Market. Now, there are 3 pilots established in NW: Cady’s Alley in Georgetown is a pedestrian only zone on weekends; two parklets in Georgetown are permitted until September 2020; and a new pocket park for pedestrians is at 19th and Pennsylvania Ave NW.<br>

REVEL MOPEDS<br>
The 6B Transportation Committee had an interesting presentation in November by Revel, which is offering share mopeds. These vehicles have rules that differ than those for e-bikes and e-scooters. LEAF COLLECTION PROGRAM<br>
It seems to be working OK as far as I can tell. With Ward 6 Sections A thru C completed, Section D starts this week and Section E on December 1.<br>

If you prefer to rake up your leaves and put them in those large paper bags, the bags should be placed in the area where you get regular trash pickups. These bags will be collected with trash but the leaves will not be composted. If you prefer that DC compost leaves, then leave them loose and rake them out to the front curb/tree box.<br>

SUMMARY OF NOV 12 ANC6B MEETING<br>
That was a doozy of a meeting, at least the first hour. It's quite appropriate to be irate when the DC government throws you a curve and then doesn't show up for a meeting but yelling and shouting isn't the best way to handle the situation. Anyway, that's what I think. Fortunately, folks calmed down and after a while the ANC got to its regular business of discussing/voting on HP, zoning, and liquor license cases.<br>
<br>
First, the controversy. As far as I can tell (since I wasn't in on the beginning of this story), the DC government negotiated quietly with the developer of two parcels in the Hill East (Reservation 13) development to turn one of two planned apartment buildings into a 100-unit Permanent Supportive Housing (PSH) facility. Then, when the 6B Hill East Task Force set up a public meeting for officials to explain to the community what was going on, the officials were no shows. Mr. Jay Melder, Assistant City Administration, who was invited to the ANC meeting to talk about the Heliport, fielded questions from some annoyed Commissioners. <br>

The temperature came down but nothing seemed to have been resolved. Except the ANC voted to support a resolution to the Council asking it to delay voting on the contract for the facility to December 3 so that the ANC could hold a properly noticed task force meeting on November 18 to elicit full information on the contract. (Post ANC Meeting: The Nov 18 meeting was cancelled at the last minute. The Council approved the contract on November 19. This PSH facility incident in which city officials did not involve the community until too late has obvious implications for our Heliport Campaign.<br>
<br>
<strong>Heliport</strong>: After a bit, we managed to switched Jay Melder to the Heliport matter. He said there is no process underway to move the heliport to any site. To date, however, the City Administrator’s office has had conversations with Congressional Aviation, operator of the current heliport, about its search for a new location and has asked the company to widen its search beyond the 12th & Water Streets SE location. <br>
<br>
To me the really new information gleaned from this discussion was about timing. If the current heliport lease expires in 2022, there is not enough time to go through all the processes necessary between now and then to have a newly constructed heliport established at 12th & Water Streets. Another wrinkle: this location is the Washington Gas site that has been under remediation for a number of years, supervised by the National Park Service. (I have asked NPS when they expect the remediation to be completed such that the land can be used for other purposes.) At the meeting we discussed the option of the city using its eminent domain powers to take over the current heliport site and then lease it to Congressional Aviation or some other operator. But this too might take more than 2 years to accomplish. <br>

<strong>Other Presentations</strong>. (1) Celeste Duffy of DPW spoke briefly about the leaf collection program. New this year is that managers are conducting onsite inspections each week. (2) We heard that the Eastern Market Strategic Plan contract has been awarded and research is underway. <a href="https://www.easternmarketplan.org/" target="_blank" rel="noreferrer">https://www.easternmarketplan.org/</a> (3) The Deputy Inspector General for Business Management and Public Information, Jaime Yarussi, made a brief presentation on what the DC Office of Inspector General does. <a href="https://oig.dc.gov/" target="_blank" rel="noreferrer">https://oig.dc.gov/</a><br>

<strong>The Rest. </strong>It’s Tavern ABC License renewal season (this happens every 3 years) and the ANC supported 11 tavern renewals. None generated much discussion. The ANC also supported renewal of the restaurant license for Emilie’s, 1101 Pennsylvania Ave SE and its Public Space application for a sidewalk café; and amendments to the Settlement Agreement for Yaju Ramen (coming to 525 8th St SE). In this latter case, the new establishment has taken over the previous tavern license of Phase Two. It includes endorsements for Entertainment, Cover Charge, Sidewalk café, and Summer garden.<br>
<br>
Three zoning applications were approved under the Consent Agenda. The HP application for 716-718 L Street SE was removed from Consent for further discussion. The Planning & Zoning Committee had recommended support of the application to add a rear 2-story addition. This addition is quite visible partly because of the unusual site on a Square where the demolition of historic properties prior to the inclusion of this area in the CH Historic District left a bunch of empty lots. Nevertheless, the Commission voted to support the application while asking the architect and owner to consider design changes that would visually reduce the impact of the addition. <br>

The November meeting ended after about 3 hours and after the appointment of two new Resident Members to the Transportation Committee. (If you want to serve as a Resident Member on any 6B committee or task force, talk with your Commissioner.)<br>

Finally ... THOSE ERRONEOUS PARKING SIGNS IN ANC 6B04<br>
At my last block-by-block check, it appears that almost all the incorrect Zone 6 Only parking signs have been replaced with green regular RPP signs. Alas, the 900-1100 blocks of South Carolina Avenue still have Zone 6 Only signs on both sides of the street. If you know of another block still not “fixed”, please tell me.<br>
