I believe that all energy companies, such as PEPCO, are required to provide some minimal level of their energy from renewable sources, and will pay different amounts for each REC depending on whether their jurisdiction does or does not have easy access to renewable energy sources. Since DC isn’t full of windmills and there is no space to build utility scale solar farms, it has to rely heavily on generating solar and so pays more for each solar REC . . . which is what makes it a reasonable business model for DC Solar to provide basically free installation.
