I had gotten this note from Sojourn, the company that sometimes finds,
vets, and manages renters for me. Here is the note in full. It was
helpful. In the end, I think this is a lot of bureaucratic busy work but I
already have the DC "Clean Hands" certificate.

"Dear Mark,
I hope this email finds you well. Over the last several months, you should
have received communication from the Department of Housing and Community
Development (DHCD) announcing the release of their Public Accessible Rent
Control Housing Database (also known as RentRegistry). This pertains to the
legal mandate for you to register your rental unit with DHCD’s Rental
Accommodations Division (RAD), and relates to RAD's administration of the
City's rent control laws.
As background, RentRegistry is aimed at providing a modern, Internet-based
system, as mandated by the Council of the District of Columbia, for RAD,
with the objective of making rental data publicly available and
streamlining DHCD’s current paper-based filings system. The new database
will be released on *June 2nd. **All owners of rental housing
acccomodations are required to re-register their properties within 90 days
of the June 2nd release date or risk being fined.*
PLEASE NOTE- Every owner of a rental unit has to go through this process, *even
if you are exempt from Rent Control*. You will then receive either *a new
registration # or* a new* exemption # as a result of the new registration. *
With that said, if you only have a transient/short term rental license,
you may not need to register.
We’ve been informed by DHCD that the Rent Registry system is designed so
that only the property owner should officially register a rental unit in
the system. Therefore, you, the housing provider, will need to set up an
account directly with DHCD and re-register, or register, your
property. Assuming you have already registered, this registration will be
similar to when you originally registered your property with the attached
document. It is the same information, but you have to input it online. *You
will also be required to upload a copy of the deed during the online
registration process. *Once you register your property, you will be able to
"invite" us to join your account so that we can assist with rent related
disclosures and filings, if applicable.
Access to the portal for re-registration/registration will not be available
until June 2nd; however, you can prepare now by gathering the following
information:
- The information outlined in the sections on the attached paper
registration form
- BBL#
- Certificate of Occupancy #
- Copy of your deed
We will continue to update you and provide more information in the coming
weeks as we transition to DHCD's new digitized system, RentRegistry.
*Please let us know if you plan to register yourself or if you would like
assistance so that we can plan accordingly.*
