Dennis' response was also helpful. I've been working with local elected official and DDOT for years to get a High Intensity Activated Crosswalk (HAWK) or Rectangular Rapid Flashing Beacon (RRFB) (i.e. a button with flashers for pedestrians to activate) for the crosswalk at 12th St and East Capitol SE with no success.

> DDOT conducted a survey in December of 2021 and determined that not enough pedestrians cross the intersection to warrant a HAWK/RRFB. The data showed 430 vehicles per hour during morning rush hour, 350 vehicles per hour during midday period and 850 vehicles per hour during evening rush hour. The threshold is a minimum of 650 vehicles per hour for 36 foot crosswalk per federal guidelines, however, only ~60 pedestrians per hour cross and the required number is between 240-400 per hour. While each crosswalk has its own unique problems, DDOT should all get a HAWK/RRFB for each one due to the significant pedestrian safety concerns most of us have when crossing or driving. I think they felt bad for me and agreed to remove 1 parking space (sorry/not sorry) in order to create a 25 foot easement to increase visibility.

> I encourage everyone to submit a Traffic Safety Input, formerly known as a Traffic Safety Assessment, on DC-311 (https://ddot.dc.gov/service/traffic-safety-input). When you get a receipt, send a copy to Councilman Allen, your ANC, adjacent ANC members, DDOT Community Engagement Specialist for Ward 6 Mr. Abraham Diallo (abraham.diallo at dc.gov <mailto:abraham.diallo at dc.gov>), DDOT Community Engagement Manager Ms. Kelly Jeong-Olsen (Kelly.Jeong-Olson at dc.gov <mailto:Kelly.Jeong-Olson at dc.gov>) and traffic.safety at dc.gov <mailto:traffic.safety at dc.gov>. Next time they do a survey, I will most definitely drop all other commitments and cross the street all day in order to get those numbers up. Until then, I will continue to submit one every year, e-mail elected officials and the employees at DDOT requesting an acceptable solution.

>> DDOT has created a very confusing traffic flow around Lincoln Park, particularly going westbound on ECap on the northside of the park. If you want to go southbound on 11th Street, you are expected to be on left lane while on East Cap, but once you turn left onto 11th, you are expected to move to the right next to the pylons if you want to go south on 11th and in particular if you want to go southwest bound on NCarolona. They are trying to get it to function like a traffic circle. I find the signage confusing and a newbie to the intersection has to be totally perplexed.

That’s a pretty good reason to me.

In a double threat crosswalk, pedestrians have to cross two lanes of traffic with no stop sign or traffic signal controls. While the car driver in the lane closest to the curb where the person is crossing *might* see the pedestrian and stop, very often cars behind them (OR in the next lane the person has to cross) DONT see the person crossing and try to drive around the stopped car and hit the pedestrian.

When the bike lanes were added/designed, we requested bump outs so that cars were forced to slow down before turning. They added the little poles, which was an improvement from what was there before - nothing. I hope the bump-outs will be built out, eventually, when the bike lanes become permanent. Lights and no parking on east cap would also help, but forcing people to slow down before turning would make a huge difference, IMO.

There is never anyone in that police car, which is particularly odd to me (although, I appreciate that its presence may generally serve as a deterrent). Just as it's hard to see around this car to safely cross and for cars to see pedestrians, it similarly is difficult to see around legally parked cars at the crosswalk further north on East Cap SE. The legal parking just comes too close to the crosswalk for pedestrians and drivers to be able to see.
