[Lincolnparkdc] Increase Safety of Lincoln Park Cross Walks

I’m glad you’re in the neighborhood, Dennis, and am grateful that you took
steps to offset crime as much as possible.

What if the roads around LP were just pedestrian? I’m sure DDOT could
figure out ways to detour traffic to alternative arteries. Those arteries
might get congested but congestion slows cars. A good thing. In terms of
resident parking, not a worry. Plenty of that to go around. Then the end
blocks of Tennessee NC Ave Mass East Cap and  12th that bottom at the park
could just be cul de sacs. Delightful!
