[Lincolnparkdc] Increase Safety of Lincoln Park Cross Walks

Why can't the city install a crossing beacon at each "double threat"
crosswalk as an immediate solution? There is a solar powered 4 way stop
sign indicator on the 9th (or 10th) and NC Ave SE intersection. Why can't
we get 4 of those installed around Lincoln Park on the North and South
sides?
