[Lincolnparkdc] Increase Safety of Lincoln Park Cross Walks

Yup, that is exactly what happened to my son at that crosswalk when he was in 6th grade. First car waved him to cross, he didn’t see the next car over and it hit him.

I’ve put in requests/suggestions for the flashing pedestrian crosswalks like I’ve seen in Palisades. It will probably take another decade, but that is what would ultimately help.

The other hazard is crossing East Cap and having cars yield to crossing pedestrians. If the car nearest to the pedestrian stops to yield, they still screen the view of the driver in the farther lane, thus the pedestrian has to make sure they have been seen before crossing the last of the three lanes. Something much harder to teach to young children.

When the bike lanes were added/designed, we requested bump outs so that cars were forced to slow down before turning.  They added the little poles, which was an improvement from what was there before - nothing.   I hope the bump-outs will be built out, eventually, when the bike lanes become permanent.   Lights and no parking on east cap would also help, but forcing people to slow down before turning would make a huge difference, IMO.
