[Lincolnparkdc] Increase Safety of Lincoln Park Cross Walks

There is no reason in the world to take away residence parking for those of us who live on East Capitol St, unless you are proposing all parking be removed from city streets!

They added the little poles, which was an improvement from what was there before - nothing.   I hope the bump-outs will be built out, eventually, when the bike lanes become permanent.   Lights and no parking on east cap would also help, but forcing people to slow down before turning would make a huge difference, IMO.

I would also love to see: bright streetlights at the cross walks, a button with flashers for pedestrians to activate, stop signs, and speed bumps to slow drivers.
