[Lincolnparkdc] Increase Safety of Lincoln Park Cross Walks

I’m pretty sure the police car is the one the officer who recently moved
into the neighborhood uses. I haven’t met him yet but I think that is just
him parking the car while off duty.  He lives one or two houses east of
Kentucky on east Cap.

its presence may generally serve as a deterrent). Just as it's hard to see
around this car to safely cross and for cars to see pedestrians, it
similarly is difficult to see around legally parked cars at the crosswalk
further north on East Cap SE. The legal parking just comes too close to the
crosswalk for pedestrians and drivers to be able to see.
