[Lincolnparkdc] Increase Safety of Lincoln Park Cross Walks

Thanks for sharing this, Jess. I have the same concerns, particularly about
the police car parked by the crosswalk. There is never anyone in that
police car, which is particularly odd to me (although, I appreciate that
its presence may generally serve as a deterrent). Just as it's hard to see
around this car to safely cross and for cars to see pedestrians, it
similarly is difficult to see around legally parked cars at the crosswalk
further north on East Cap SE. The legal parking just comes too close to the
crosswalk for pedestrians and drivers to be able to see.
