[Lincolnparkdc] Metro Proposing to Eliminate 96 Bus

As part of Metro's "Better Bus" initiative, Metro would eliminate the 96
route starting in 2025.  Those of us around Lincoln Park would be left with
just the D6 (to be relabeled the D24) for public transportation to Union
Station.  In addition to being slow and too far north, the D6 (new D24)
would also be extended east of the river, which would worsen the existing
overcrowding the D6 experiences during rush hour.
