[Lincolnparkdc] Confusing signals at N. Carolina and East Cap.

I was just going to say what Billy said-Always report malfunctioning
traffic signal to 311. DDOT has a rapid response contractor who is deployed
pretty quickly for things like this. Even if a signal is turned the wrong
way, report it and they get out to fix it pretty fast.
