[Lincolnparkdc] Stolen bike?

[Helene Monteil]

I came across this guy coming out of the alley between Kentucky and 12th  on 12th. He did boot at all as a member of the community. He crossed 12 th to get into the large alley between 12th and 11th, stopped there and started to adjust the bike, pedals and site to his size. I took some pictures, just in case.
