TEEN ARRESTED IN MURDER OF LYFT DRIVER NEAR LINCOLN PARK

A 15-year-old boy is to be charged with first-degree murder in connection
to the shooting death of a 31-year-old Lyft driver a few blocks north of
Lincoln Park, according to DC Police.

I think it's safe to say we are all collectively disturbed by the toll
crime trends have taken on our communities in the District. This has to be
particularly true for any who have personally been victims of this trend.
And while there are many ideas on causes and equal ideas for solutions,
some of your neighbors have taken a few steps (pun intended) to put one of
them into action.

We began twice weekly neighborhood safety walks: Wednesdays from 9 PM to 10
PM and Fridays from 10 PM to 11 PM.

We meet at the corner park of Kentucky Ave and Independence Ave, and almost
always an officer (or two) from the Metropolitan Police Department joins
us.

We would love for any and all to join us for these bi-weekly walks that
are designed to provide just additional sets of eyes around the Lincoln
Park neighborhood and demonstrate our community's resolve to do something
practical to deter criminal activity in our neighborhood.

It's always easy to say from the comfort of our homes what "should" be
done, or point fingers and toss out ideas. Well, here is an opportunity to
actually "do" something.

 A close friend actually asked me if I felt these walks were really doing
any good. It's a fair question. Have we actually stopped any crime? Have we
deterred criminals from acting? Of course, I cannot be sure. But I do know
that over the past several months we have walked together, united for
a common goal. Sometimes 15 of us, sometimes 4, but always we learn a lot
about our neighbors and the Capitol Hill neighborhood we share.

We have had the honor of learning more about the MPD officers who work
around the clock amidst many challenges and demonstrate great courage in
looking out for our neighborhood and who express appreciation for our
efforts to work together with them.

We have found and reported extinguished street lights, a potential gas
leak, reported any concerning activities, and provided some lights for
people walking home later in the evening. And over the past few months, we
have walked well over 30 miles if you put the nights together.

So do these walks do any good? Unequivocally, yes!

And I hope that you will come to join us as well.

Again, we meet on Wednesday nights at 9 PM and Friday nights at 10 PM. Come
for one night to check it out...or for many and become a regular.

Most organizers of the effort are lifelong Democrats who voted for Mr.
Allen in the past, helping propel him to overwhelming victories in 2014,
2018, and 2022. Their campaign to oust him is a striking example — in one

surge in crime has cut across political and ideological lines.

*Mark Ugoretz,* a retired lobbying executive who moved to the Lincoln Park
neighborhood of Washington in 1968 during riots following the assassination
of Martin Luther King Jr. and is backing the recall of Mr. Allen, said the
brazenness of crime in the city had resonated with residents across
political and economic lines.

“This is the first time we’ve had crime where some kid can stick a Glock at
your face and steal your car,” he said.

during a crime wave more than 20 years ago.

We started an Orange Hat Patrol in the early ‘90s and ran it until the late
20-teens.  While times are different now (e.g., we didn’t have email lists
at the start), some of the things we experienced may still apply.  Here are
a few of our observations.

   -

   Around the time we started, several other groups formed.  There were
   probably 4-5 different Orange Hat groups, each on a different night.  One
   (Collette’s “Mott’s Squad”) walked mid-day on Wednesdays.  One only walked
   north of Lincoln Park.  Some followed the same route each week, others were
   random walks.  For the record, none lasted as long as our group.
   -

   Recruiting is constant.  People will walk once, or a few times, or for a
   few months, but only a small, hardcore few will continue to walk for a year
   or more.  We often carried paper brochures to hand to people we met or
   passed.

   Dropouts happen more often in the winter when no one wants to walk in
   the cold.  Recruiting is harder also.  People also drop out in the summer
   vacation season.
   -

   Making the walk into a social event helps with attracting and retaining
   people.

   The cops will be supportive for a while, but they get tired of it.
   Whenever Beat 26 (before the first police district 1D) was divided into
   Police Service Areas or PSAs, it was divided into “beats”.  Much of the
   Lincoln Park neighborhood was in Beat 26.  An early email newsletter was
   started for this beat by a young activist named Kirsten Oldenburg, an email

   she continues to use to this day.)  or PSA 107 or 1D1 would get a new
   command officer, he/she would join the walk once or twice, then have one of
   the PSA cops join us for a while, but we rarely had a cop with us.
   -

   We set a minimum of 3 people to walk.  Fewer than that was not safe and
   not intimidating.
   -

   Orange Hat Patrols were a nationwide thing when we started.  The theory
   was that the hats made us a visible presence, which I think was true.
   Amazon didn’t exist, but I would buy a bag of hats when I was in a Walmart
   or sporting goods store and give them to people who completed 2-3 walks.
   -

   We started during the height of the crack epidemic.  Muggings,
   burglaries, and car break-ins were frequent.  (Carjacking wasn’t invented
   for another few years.)  We felt that our presence did make a difference.
   By the time we ended, the Hill was a different place, street crime was much
   less common (thanks to us???) and we mainly stopped to pat dogs we met.
   Little did we know that this crime lull wouldn’t last.

   It is a worthwhile endeavor.  The perception of crime or safety matters
   as much as the actual crime rate.  Orange Hat Patrols can make a big
   difference in the perception and can give people a way actually do
   something to help.
