[Lincolnparkdc] Yellow substance on North Carolina

Could be hashmarks (running group). They used to use flour to set a trail, but then after the Anthrax in the aughts, they colored the flour with chalk. Dunno, but that is my guess ¯\_(ツ)_/¯

Subject: [Lincolnparkdc] Yellow substance on North Carolina

CAUTION: EXTERNAL MESSAGE
Walking down North Carolina Ave to Eastern Market from Lincoln Park this evening (south side of the street), there was a powdery yellow substance in most of the tree boxes and then in front of a utility box on the sidewalk. I don’t think it was intended as fertilizer as it was placed in the outer corner of the tree boxes. It’s clear it had been deliberately placed there and of course my dog successfully ate some of it before I realized this was the case. Attaching some photos.  Not sure what this could be but wanted folks walking dogs to be aware of it.
