FWIW, our council member - Charles Allen - has been pretty clear about
where he stands on things crime-wise.  He has been leading the movement for
some time to reduce penalties for minors, to expunge criminal histories for
minors, and to decriminalize offenses.  From the reporting I've seen, most
of the carjackings are being committed by minors, and the police are
demoralized because there is basically total impunity for underage
offenders.  It's not like Mr. Allen's positions on these things are new or
surprising.
