Why the expectation that sending greater amounts of correspondence to
Charles Allen, City Council, the Mayor etc. will make suddenly have a
solution to this well known problem?

They're are aware of it. They continue to be incompetent in correcting it.
Refer to the definition of insanity.

A primary function of someone who seeks an elected leadership role in
government is that she/he works to protect its citizens. This batch of city
leaders have failed.  I see them pursuing and splurging on gentrifiying,
boutique vanity projects but not hardcore safety matters.

I do not have an answer to this problem but I didn't seek public office. I
do know what's currently being done is not working.
