[Lincolnparkdc] Recycling

I just put in a 311 for recycling collection as requested by Charles
Allen's office since they missed it. If you missed yours as well please
leave it out. I commented that we have repaving and the whole block was
missed.

They are saying 2 Biz days, but I"m sure they have to wait for the repaving
to finish.
