[Lincolnparkdc] Free Devices not available for areas around Lincoln Park

The free devices are only being given to folks in PSA 106 (Navy Yard and
part of Cap Hill) and:

   - 501, which includes part of NoMa.
   - 502, which includes Eckington and Edgewood.
   - Plus: 603, 605 and 606 in Southeast.

Most of the folks on this listserv are likely in PSA 107 and 108.
