[Lincolnparkdc] Lincoln Park Nighttime lighting situation

Thank you for raising this. I walked through the park last Friday night
around 9pm and not a single light was on, and with a cloudy sky it was
incredibly dark. I figured it was probably a one-off and promptly forgot
about it. Definitely not safe to walk through there without lighting, if
for no reason other than the many tripping hazards like the fencing that is
currently up.
