[Lincolnparkdc] Reconfiguration of Pennsylvania Avenue

The attached signs are posted up and down Pennsylvania describing the new
configuration, and I don't think they've finished re-signing the stretch
with the final signs explaining the bus lane to drivers. But the last panel
describes the final configuration in which the bus lane is active during
rush hour in just the rush hour direction (inbound in the morning and
outbound in the evening). The bus lane becomes the parking lane the rest of
the time. This is actually consistent with many of DC's roadways that are
primarily commercial districts, like Massachusetts or Connecticut, in which
parking is not allowed during rush hour but is allowed the rest of the day.
