I think the parking situation is more nuanced and allows for parking in the
bus lane during non-rush hour times. This Hill Rag article (from last year,
so maybe out of date) says parking is permitted within the bus lane outside
of 7:00-9:30 a.m. and 4:00-6:30 p.m. (depending on direction I think)
