[Lincolnparkdc] Gun shots at 2:40 am this morning?

I work for DDOT and crash reports like this, even if not formalized by a
police report, trigger a review by DDOT's Traffic Engineering and Safety
Division. So TESD will review the crash history, road and turn geometry,
speeds, etc and determine what can be done to improve the crossing for the
most vulnerable travelers, like bicyclists, pedestrians and children.

The crosswalks into Lincoln Park are, in engineering terms, considered a
"double threat" crossing because one car in one lane might stop, but the
car BEHIND that car OR in the lane NEXT to that car, doesn't see a
pedestrian or bicyclist crossing, and either attempts to move around the
stopped car, or continue in the adjacent lane, endangering the peds or
bicyclists attempting to cross. This is why, when I stop for someone in the
crosswalk, I always put on my hazard flashers, and sometimes roll down my
window to wave at car drivers in the lane next to me, to try to inform them
of a pedestrian crossing.

One way to address a double threat crossing is to narrow the road to one
lane at an unsignalized, double threat crossing, and then opening it back
up to two lanes past the crosswalk. (I'm not suggesting that this might be
one of the things suggested, and who knows if this would have prevented
this particular crash today, it's just something that has been successfully
implemented elsewhere.)

DDOT is a little hamstrung on this stretch of East Capitol since it is a
minor arterial, and not a residential street-even though it travels through
a major, nearly exclusively, residential neighborhood. So DDOT can't put in
a lot of traffic calming things without a lot of justification and
sometimes, appeals to the national Federal Highways at the federal
Department of Transportation.

I'll try to keep you updated as to what happens, but it's always helpful to
get concurrence from the neighbors and ANC commissioners that support
traffic calming efforts in our neighborhood. So please, send an email to
your ANC commish or DDOT to let them know you're tired of near misses,
speeding drivers, and threatening, aggressive, drivers on our streets.
