[Lincolnparkdc] Honda Prelude, DC Tag 786 439?

Unknown.  It has been in the same spot for quite some time and the way it is parked (tires tight against the curb) has caused an accumulation of leaves (now partially composted) that is blocking storm drainage towards the sewer.  I'd like to ask the owner to move it temporarily (not trying to steal the spot - I promise) so I can rake out the leaves/dirt and then have them repark it with maybe a 6 or 8 inch gap to make it less likely for the natural dam to form again.

This tag # would have been issued a long time ago but the district.  Pre 2000. With this number likely pre 1995.  Does car appear to still be drivable.
