This was forwarded to me -- does everyone know about this switch from stop
light to  stop *sign* at 11th and Mass NE? With Idaho Roll on the horizon,
is this the safest option for that troublesome spot?

Local wags cast a skeptical eye on the Traffic light removal at 11th and
Constitution.

BREAKING NEWS -- The traffic lights at 11th and Constitution are to
be removed and replaced with three-way stop signs under a plan proposed by
the District Department of Transportation.

DDOT is seeking comments on the proposal until May 5.

The removal of the traffic lights is "due to concerns about the safety of
pedestrians and bicyclists," DDOT said.

The proposal brought strong reactions from neighbors.

"An intersection is less safe for pedestrians, as well as drivers, with a
stop sign than a traffic light," said Mark Ugoretz, who frequently walks
with his dog, Riley, through the intersection. "The 11 & Constitution
intersection is highly congested in the morning and evening with fast
moving cars that will not stop for pedestrians crossing with a stop sign."

Others were unsure. "I really need to sleep on this proposal but I doubt
that changing to the four way stop will make it any safer for me unless
there is some type of enforcement which there will not be," Susan Kitun
said.

"The intersection is a safety hazard regardless of the control mechanism,"
said Kip Knudson, who lives a few doors down from the intersection.
"Perhaps a speed camera on 11th between Constitution and Maryland and a red
light/stop sign camera  at the intersection are the only things that might
encourage drivers to slow down."

Under the plan, traffic signals will be flashing red for 90 days while a
safety evaluation is conducted.

The DDOT notice said, "Based on a review of volume and crash data for the
study intersection, it has been found that neither traffic signal norHAWK
signal warrants are met under the 2022 volume conditions. As such, DDOT
intends to initiate a formal traffic signal removal process."
Moldy Data Nearly A Half-Century Old
ANC Commissioner Amber Gove seemed to champion the proposal, citing a
blog. "Want to learn more?” Gove wrote in an email. “Here is blog

similar signal-to-stop sign conversions in Philadelphia (TLDR: crashes were
reduced by 24%)."

When you go to the blog, you see it links to data from 1978. That's not a
typo. *1978*.

"*While it would be useful to have more data*, the main study on this
subject, from Philadelphia, is compelling," the blog states, referring to
moldy-oldy data. "It recounts the *1978* removal of 462 traffic signals due
to a *1977* state ruling disallowing signals at intersections with limited
traffic. In almost all cases, the signals were replaced by all-way stop
signs. The overall reduction in crashes was 24 percent."

The study was published* 25 years ago* based upon the traffic changes made
in Pennsylvania *46 years ago*. We are not making this up.

Traffic management has never been Commissioner Gove's strength.

A Perplexing Proposal Out Of Nowhere
The notice came as a shock to the local neighborhood and it is unclear who
requested it. Like a lot of things in the city, such as the inept   crime
code, the idea seemed to emerge out of nowhere — yet attributed to
all-knowing, mysterious “data.”

"I can’t see how a three-way stop will make anybody safer, and I think
people are at least more likely to stop for a light than a stop sign," said
Helen Betts, a resident on 11th. "Interesting that this was the result of a
'neighborhood request' — I have to wonder if that’s true, and if so, who
might have made that request."

Mary Farran, who lives on 10th Street NE, said crossing Constitution where
there is a stop sign only requires death-defying derring do.

”It's a terrible idea to change that intersection from a traffic light to a
[three] way stop,” she said. “I can't imagine why anyone would think
otherwise and I don't understand the reasoning behind DDOT's proposal.”

RATS!
Charlotte earns her keep today with another rat kill in Lincoln Park.
It was hard to figure out how these four vehicles collided. A truck and an
SUV were turned north on 11th Street but it was unclear how that happened.
The man in the truck was given a field sobriety test but he apparently
passed because he wasn’t arrested.
