On fence jumper: Yes, multiple cases. Don’t stop him but call police. Watch him closely. He typically flees before police arrives — so if you don’t interrupt him he might get caught. 
Lights: Get the number on the yellow tag on the pole when you call 311.

[1] From the dog park this morningApparently this guy has been climbing fences all over our area - always with the same explanation when confronted "visiting a friend and front door is locked".
[2] So, when I am up early I have taken to checking the back fence and this morning the street light was on, which really illuminated things - I could have identified the individual with the amount of light. HI, 
Tara from 1003 Mass.FYI - This morning at 5 am I caught a gentleman climbing the gate to the alley on 10th street.  He told me he was visiting a ffriend whose front door was lokced [likely!?!?!]  I called th police, but of course he fled before they arrived.  Then aroung 5:20 my dog came down to go out [Sam] - and there he was climbing the gate again.Again - called the police - but he again left the scene before they arrived.It was dark, but it was a black man in a dark, maybe black, shirt/sweat shirt.
