[Lincolnparkdc] Pepco Work continues

Just an FYI that Pepco put new signs up through May 24th. Wasn't sure if
everyone saw the new signs. Beware that some of the signs are missing and
there may be a sign that shows a double arrow meaning you can't park in
either direction to the next sign or the end of the block.

According to Pepco (per Charles Allen's office), they are planning to be
done by the end of May pending weather.
