[Lincolnparkdc] Reseeding in Lincoln Park

As Jeni and NPS's request note, a big part of why the grass in the center
keeps dying is the intensive wear caused by unleashed dogs running around.
When NPS fences it in the grass looks great, then as soon as the fences
come down the grass starts to disappear.  The park does need watering and
better maintenance by NPS, but they need help from the rest of us to avoid
damaging the grass.  On the other hand the new Kingman Dog Park at 14th and
Tennessee was built specifically for the purpose of giving our canine
friends a place to play.
